The Mahaska County Board of Supervisors met on the above date with the following members present: Howard Groenendyk; Henry W. VanWeelden; and Greg Gordy. Also present were the following: Lawrence Rouw; Don Russell; R.D. Keep; Ellen Foudree; Michelle Moore; Lori Faybik and Kay Swanson, County Auditor
Chairman VanWeelden opened the meeting with a moment of silence.
It was moved by Groenendyk seconded by Gordy to approve the agenda with the deletion of the approval of bills. All present voted aye. Motion carried.
It was moved by Gordy seconded by VanWeelden to approve the minutes for November. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the renewal license for on-premise liquor, wine or beer for Platime located at 2977 Highway 92, Rose Hill, IA 52586. All present voted aye. Motion carried.
It was moved by Gordy seconded by VanWeelden to approve the monthly report for the Veteran's Commission for October 2002. All present voted aye. Motion carried.
It was moved by Groenendyk seconded by Gordy to have the public restrooms open for the Lighted Christmas Parade on Thursday and Friday, December 5 & 6, 2002. All present voted aye. Motion carried.
Chairman VanWeelden discussed the salary of the GIS Coordinator with the other members of the board. No decisions were made today.
9:15 a.m.
It was moved by Gordy seconded by Groenendyk to open the public hearing for 2nd Reading of the Proposed County Ordinance #123. All present voted aye. Motion carried.
There were no written or oral comments.
It was moved by Groenendyk seconded by Gordy to close the Public Hearing.
All present voted aye. Motion carried.
It was moved by Groenendyk seconded by Gordy to approve Ordinance #123 and to waive the third reading. All present voted aye. Motion carried.
R.D.Keep, Michelle Moore and Ellen Foundree discussed the NOAA All-Hazards Radio Regional Grant Project with the board. Weather radios are available to Mahaska County Residents for $11.00 per radio if the residents sign up and reserve one. The radios will be distributed on April 26, 2003.
Residents of the rural area may register for the radios at the Mahaska County Supervisors office. The towns must register with their city clerk. It was moved by Groenendyk seconded by Gordy to suballocate 50% of the county's share of radios that didn't originally order them with a formula to be decided by Michelle Moore and R.D. Keep. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the request of the County Conservation Department to reappoint Peggy Wright to the Conservation Board effective January 1, 2003. All present voted aye. Motion carried.
It was moved by Gordy seconded by VanWeelden to switch the telephone service for the courthouse from Qwest to Iowa Telecommunications for the T-1 line and the 13 analog lines for the courthouse. All present voted aye. Motion carried.
After discussion of the purchase of a new AS400 with the Auditor and the Information Tec. Dept. It was moved by VanWeelden to purchase the AS400.
The motion died for a lack of a second.
The board held a work session with the engineer.
The engineer discussed the following items with the board.
1. The site of the driveway at the proposed new grade school site.
2. The Eddyville Raceway Access road.
3. Transfer of the jurisdiction of Old Hwy 163 and Hwy 371.
4. Union negotiations.

The Mahaska County Board of Supervisors met in regular session on the above date in the third floor conference room of the Mahaska County courthouse. Present were the following board members: Howard Groenendyk, Greg Gordy and Henry W. VanWeelden. Also present were the following: Michelle Moore, Mahaska County Agricultural and Rural Development Committee; R.D. Keep, Emergency Management Coordinator; Don Sandor, Oskaloosa City Manager; Lori Faybik, Ottumwa Courier; Lawrence Rouw, Supervisor Elect; Rick Cady and John Davis, Secondary Road Department; Bob Neilson, Garden Engineering; Larry Stevens, Oskaloosa City Engineer; Jerry Nusbaum, Mahaska County Engineer; Kirby Moss, Employee Group Services; Arlene Weidmann, Mahaska County Treasurer; Sone Scott, Deputy Treasurer; Kim Snook from the Iowa Department of Transportation; Kay Swanson, County Auditor.

It was moved by Gordy seconded by Groenendyk to approve the minutes of December 2nd meeting. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the bills for November in the amount of $558,490.42 and payroll of $371,328.97. All present voted aye. Motion carried.
Michelle Moore of the Mahaska County Agricultural and Rural Development presented her monthly report to the board.
R.D.Keep, Emergency Management Coordinator and Michelle Moore from the Mahaska County Agricultural and Rural Development Committee discussed the Weather Radios with the board. It was moved by Gordy seconded by Groenendyk to allocate the 59 of the 875 radios to Leighton which is being purchased by the City of Leighton for their residents. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the request of the Treasurer to place Michelle VanDonselaar on the payroll in the Automobile Department of the treasurer's office as a 60% deputy effective December 2, 2002. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the request of the Sheriff to remove Kevin Lamberson from the Mahaska County Jail payroll effective December 16, 2002. He has taken a position as the Police Chief in New Sharon. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the request of the Sheriff to place Mark Bruns on the payroll as a jailer effective December 4, 2025 at a salary of $21,930.00. All present voted aye. Motion carried.
The request from the recorder's office was tabled until next week.
Oskaloosa city Engineer Larry Stevens and City Manager Don Sandor discussed the proposed annexation of a triangle of land at the secondary road department site. The board was opposed to this annexation of land.
Bob Neilson of Garden & Associates and Larry Stevens, Oskaloosa City Engineer discussed the proposed roundabout to be located at the intersection of Old Highway 163 and Pella Road. This is being considered as a part of the new school building being built in that area.
Kirby Moss from Employee Group Services discussed the Health Insurance costs with the board. He will come back on Dec. 23 to give actual rates.
Arlene Weidmann, Sone Scott and Kim Snook discussed the county taking over the issuing of driver's licenses. It was moved by Gordy seconded by Groenendyk to approve the 28E Agreement between Mahaska County and the Iowa Department of Transportation. All present voted aye. Motion carried.
The board discussed with the county engineer the funding for paving the Eddyville Raceway Entrance Road.
It was moved by VanWeelden seconded by Groenendyk to reduce the recommendations of the compensation board from 2% to 0% for the Supervisors; from 3% to 1% for the Attorney; from 6% to 4% for the Auditor, Sheriff, Treasurer and Recorder. Salaries for the elected officials after the reductions would be Supervisors $24,330.00; Auditor $40,600.00; Treasurer $39,930.00; Attorney $64,700.00; Sheriff $51,100.00; Recorder $39,400.00. All present voted aye. Motion carried.

The Mahaska County Board of Supervisors met in special session on the above date in the third floor conference room of the Mahaska County courthouse. Present were the following board members: Howard Groenendyk; Greg Gordy and Henry W. VanWeelden. Also present were the following: Lawrence Rouw, Supervisor elect; Jerome Nusbaum, County Engineer, Kirby Moss, Employee Group Services and Kay Swanson, County Auditor.
It was moved by Gordy seconded by Groenendyk to approve the agenda. All present voted aye. Motion carried.
Kirby Moss from Employee Group Services discussed with the board the county's employee health plan. It was moved by Gordy seconded by Groenendyk to purchase reinsurance with Standard Security Life with a specific deductible of $40,000.00 as long as they are 24/12 effective February 1, 2003. All present voted aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to set the following rates for insurance effective February 1, 2003. Family medical $823.00; single medical $353.00; Family dental $70.00, single dental $30.00 and single vision 11.00 and family vision $22.00 and life $3.30 per month. All present voted aye. Motion carried.
It was moved by Groenendyk seconded by VanWeelden to approve the request of the Recorder's office to place Amy L. Molyneux on the payroll beginning January 2, 2026 at 80% of the recorders salary. All present voted aye. Motion carried.
It was moved by Groenendyk seconded by Gordy to approve recommendation of the County Engineer to accept the agreement for transfer of public road jurisdiction. Agreement no. 2003-TJ-011, project No. TJ-432-0(2)- -2M-62. This is that portion of Iowa 432 (former Iowa 163) beginning at existing Iowa 163 and extending southeasterly and southerly to the north corporation limits of the City of Oskaloosa, a total length of approximately 1.64 mile. All present vote aye. Motion carried.
It was moved by Gordy seconded by Groenendyk to approve the recommendation of the County Engineer to accept the agreement for transfer of public road jurisdiction agreement no. 2003-TJ-012, project no. TJ-371-1(2)- -2M-62. This is that portion of Iowa 371 from its junction with Iowa 92 extending southerly to Lake Keomah, a total length of approximately 0.72 mile. All present voted aye. Motion carried.
It was moved by Groenendyk seconded by VanWeelden to approve the recommendation of the county engineer to accept the agreement for transfer of public road jurisdiction agreement no. 2003-TJ-016, project no. TJ-102-2(10)- -2M-62. This is that portion of Iowa 102 beginning at Iowa 163 and extending northerly and easterly to the west corporation limits of the City of New Sharon, a total length of approximately 15.40 miles. All present voted aye. Motion carried.

The Mahaska County Board of Supervisors met in special session at 2:30 p.m. on the above date in the Treasurer's Office at the Mahaska County courthouse to count the cash as the close of business for year end of 2002. Present were the following board members: Howard Groenendyk; Henry W. VanWeelden and Greg Gordy. Also present were the following: Sone Scott, Deputy Treasurer; Arlene Wiedmann, County Treasurer and Kay Swanson, County Auditor.

To All Persons Interested in the Estate of Roger Van Doorn, Deceased, who died on or about December 22, 2002:
You are hereby notified that on the 24th day of December, 2002, the last will and testament of Roger Van Doorn, deceased, bearing date of the 4th day of September, 2002, was admitted to probate in the above named court and that Garold F. Heslinga was appointed executor of the estate. Any action to set aside the will must be brought in the district court of said county within the later to occur of four months from the date of the second publication of this notice or one month from the date of mailing of this notice to all heirs of the decedent and devisees under the will whose identities are reasonably ascertainable, or thereafter be forever barred.
